NCAP to resume in six Metro Manila cities on October 5
No Contact Apprehension Program back in effect, except Makati
Motorists driving through several Metro Manila cities will once again be monitored under the No Contact Apprehension Policy (NCAP) starting Monday, October 5, 2026.
Metro Manila Council president and San Juan City Mayor Francis Zamora announced the return of NCAP, saying the policy is intended to help maintain road safety and traffic discipline.
“Simula October 5, 2026 muling ipapatupad ang No Contact Apprehension Policy (NCAP), para makatulong sa pagpapanatili ng kaligtasan at disiplina sa kalsada.”
(Starting October 5, 2026, the No Contact Apprehension Policy will be implemented again to help maintain safety and discipline on the roads.)
The announcement comes after the Supreme Court dismissed consolidated petitions challenging the NCAP in July and lifted the temporary restraining order that had prevented its implementation in several Metro Manila cities.

Six Metro Manila cities announce NCAP
Manila, Muntinlupa, Parañaque, Quezon City, San Juan, and Valenzuela have announced that they will resume NCAP implementation starting October 5.
The renewed implementation will use the Metro Manila Traffic Code of 2023, which provides standardized traffic rules, fines, and penalties across participating local government units.
Under NCAP, traffic violations are recorded through CCTV cameras and other digital equipment instead of requiring traffic enforcers to stop motorists on the road.

Motorists will have to check each city’s portal
The return of NCAP also means motorists will need to keep track of possible violations recorded in different cities.
Each participating LGU has its own online portal where motorists can check violation notices, contest apprehensions, and, where available, pay their fines online.
That means a motorist who drives through several cities covered by NCAP may need to check the respective portals of those LGUs to see if a violation has been recorded.
The same applies when contesting a violation. Motorists will need to use the appropriate city portal for the apprehension.
The Metropolitan Manila Development Authority (MMDA) also has its own NCAP system, adding another platform motorists may need to check for violations recorded under the agency’s jurisdiction.
