Today marks the return of the No-Contact Apprehension Policy (NCAP) in several Metro Manila cities. These include Manila, Muntinlupa, Parañaque, Quezon City, San Juan, and Valenzuela.

However, Mayor Wes Gatchalian announced that they will not yet implement NCAP due to ongoing road works and changes in traffic flow. With that, Mayor Gatchalian said that they will temporarily suspend the implementation of NCAP until further notice.

[We will not implement NCAP in Valenzuela for now. We understand the purpose of NCAP. But given our current situation in Valenzuela, this is not the right time to implement it]

For Gatchalian, they want to prioritize traffic flow and to ensure the safety of motorists and pedestrians in Valenzuela City. And since the city is conducting plenty of roadworks, the Mayor added that now is not the best time to have NCAP.

[Road construction is ongoing on our major roads, and traffic flow is changing every day. We do not want to increase the burden on our motorists at a time when the condition of our roads is not yet normal]

Despite not yet implementing NCAP in Valenzuela, motorists are still advised to follow the rules of the road and to practice courtesy among other motorists and pedestrians.
