Coalition 169 launches ‘Refund 169’ campaign over LTO computer fees
Coalition 169 has launched “Refund 169,” a nationwide campaign seeking a legal review and possible refund or restitution of an estimated PHP 28.56 billion in computer fees collected through the Land Transportation Office (LTO).
The group said the campaign has received support from several transport and civic organizations, including FELTOP, represented by Jun Braga; the MC Taxi Community, headed by Romeo Maglungsod; various TNVS organizations; as well as consumer and youth groups.
According to Coalition 169’s estimates, around PHP 28.56 billion in computer fees have been collected from motorists and other LTO clients from February 2013 to the present through the STRADCOM-operated LTO IT system.

Coalition 169 spokesperson Johnny Gomez said the group is raising three key issues outlined in its May 4, 2026 graft complaint before the Office of the Ombudsman, which remains pending.
Among the reliefs sought by the group is the refund or restitution of the PHP 169.06 computer fee charged for transactions processed through the STRADCOM-operated LTO IT system from the expiration of the Build-Own-Operate (BOO) Agreement on February 10, 2013, until the final resolution of the case.
The group is also seeking the cessation of what it describes as unauthorized operations involving the system.
Coalition 169 further wants the immediate suspension of the PHP 169.06 computer fee for transactions processed through the STRADCOM-operated system, as well as the suspension of the turnover, remittance or release of computer fees collected through the system while the complaint is pending.
The group argues that continued collection of the fee places an additional financial burden on motorists and other members of the public who transact with the LTO.

“Refund 169 is the next step in our continuing campaign for accountability, transparency, and good governance. Every Filipino deserves to know whether these collections were lawful and, if they were not, whether the public is entitled to restitution,” Gomez said.
Coalition 169 said the campaign is intended to raise public awareness about the issue, promote accountability in government service, as well as inform the public of legal remedies available to motorists and other citizens who may have been affected.
The claims and figures cited above are those of Coalition 169 and form part of the issues raised in its pending complaint before the Office of the Ombudsman.
