LTO Chief orders immediate shift to LTMS, terminate STRADCOM system use
LTO mandates exclusive use of LTMS for all transactions, discontinues legacy STRADCOM IT System
Land Transportation Office (LTO) Chief Assistant Secretary Markus V. Lacanilao has ordered all agency offices to immediately cease using the legacy STRADCOM LTO-IT System and strictly transition to the exclusive use of the Land Transportation Management System (LTMS).
The directive complies with an order from the Office of the Ombudsman instructing the agency to stop using the legacy STRADCOM system and ensure all official agency transactions are processed solely through the LTMS.
Under Memorandum No. MVL-2026-207 and Memorandum No. MVL-2026-208, the agency has mandated the immediate termination of the STRADCOM IT System across Enhanced Driver’s License System (EDLS) Pilot Sites and 42 designated Temporary Offsite Printing Offices (TOPOs).

The scope of the directive covers the processing of Certificate of Stock Reports (CSR), New Registration of Motor Vehicles, Motor Vehicle Renewal of Registration, all Driver’s License transactions, and Miscellaneous Transactions. Specific driver’s license services included under the mandate encompass renewals, new applications, duplicates or replacements, and changes of information. Moving forward, all covered transactions must be processed exclusively through the LTMS platform.
Asec. Lacanilao instructed all affected offices to coordinate directly with the LTO Central Office to facilitate a smooth and uninterrupted operational transition. This includes setting up necessary system configurations, granting user access, and fulfilling other operational requirements. Any system limitations, technical difficulties, or operational issues encountered during the transition phase must be reported immediately to the Management Information Division (MID) for swift resolution.
The LTO Chief emphasized that these measures are being strictly enforced to guarantee a seamless transition while maintaining efficient and reliable service for the motoring public. He added that the agency continues to refine and improve its systems to make public services faster, more orderly, and more dependable.
