LTO, Mr. Bean

Thirty-two years ago, an episode of Mr. Bean titled “Do-It-Yourself Mr. Bean” aired on television. In one of the show’s most memorable scenes, Rowan Atkinson’s character strapped himself to the roof of his MINI and used ropes and a mop to steer and operate the pedals while the car moved down the road.

It was absurd, dangerous, and absolutely hilarious. More than three decades later, the scene still gets a laugh. But that’s because it was Mr. Bean.

In real life, the Land Transportation Office (LTO) isn’t laughing. Just recently, the LTO went after a driver caught in a now-viral video showing two passengers riding on a vehicle’s roof rack while it was traveling on a public road. Of course, in this age of social media, the stunt quickly caught the attention of netizens and the authorities.

The LTO has since issued a Show Cause Order (SCO) against the driver, triggering an automatic 90-day suspension of driving privileges and placing the vehicle under alarm status.

A hearing has also been scheduled, giving the driver an opportunity to explain why they should not be held liable for violations that include Reckless Driving, Hitching, and being an Improper Person to Operate a Motor Vehicle.

LTO Chief Markus Lacanilao said that the agency will not allow any situation on the road that could put motorists and passengers at risk of tragedy. The LTO added that it will continue to take action to prevent such dangerous behavior and ensure that those who violate the law are held accountable.

Unlike Mr. Bean, the driver wasn’t really controlling the vehicle from the roof. But common sense would dictate that carrying passengers up there is the kind of decision that can turn tragic in an instant.

As for why the passengers ended up on the roof rack, nobody knows for sure. What we do know is that they’re definitely not Mr. Bean.
